who is this guy?

I was looking at auctions for RAMBO action figures on ebay, and i came acrossed this auction with a rambo figure and A-Team figure and this wierd guy on the left of the picture. the guy doing the auction says he's chuck norris. but i dont think it is? anyone know who it is and what toy line he might be from. cause his body would be perfect for a custom figure im working on. heres the link http://cgi.ebay.com/action-figure-co...item3a65b5440c

WOW i remenber him from K-mart came with several different heads and uniforms,and vinyl Fankenstien like combat boots, load with accesories like bows arrows,and the M-60 machine guns, 45 pistols all in silver , i think they were called American Heros, bounght a bunch for the uniforms and equipment. 93-94
