Need help ID'ing another toy.

90's toy
4 wheeled
smaller than hot wheels, bigger than micro machines
instead of being cars, they were like little "scenes"
I only have a few (somewhere), one is like a smelly chef with flies around him.
the other one I have has a dog running away with his owners ripped off arm holding a stick.
you would put them in a little spring action launcher and battle them against each other.
anyone?
