Please help identify '70s drawing/hero toy

My older brother had this toy in the late '70s that as I recall it was made up of various plastic molds, top halfs of characters and bottom halfs of characters. There were heroes and villains -- monsters and etc. The idea was you mixed and matched the various top and bottom halfs, then colored in the finished product, and voila, you have an instant "brand new hero" or villain. Since I was younger I didn't mess with it much, but I recall being fascinated by it. Does anyone know what this toy was? Thanks!

That would be the "Mighty Men and Monster Maker" made by Tomy. Great toy. Had one myself.

    here's one on the bay.
