I remember drooling over the whole set in the Christmas catalog when they came out. I wanted the Whip from the moment I saw him, with all sorts of visions of him as a 70s TV-style adventure hero/crimefighter on his own. The P.A.C.K. was cool, but that one figure was the one I wanted. (And the laservette for him to drive!) Dr. Steel was a close second. But my folks said I had enough action figures, with my GI Joe and the WGSHs I had at that point, and I never got him.
One of my younger brothers did manage to snag Dr. Steel when a local toy store when out of business a few years later. But the Whip, with all the equipment and accessories, was the best!
Never liked Torpedo Fist; always thought he looked like someone you wouldn't want to share a jail cell with.
Funny you should mention that, I just got an early promo sheet for the P.A.C.K which shows handmade outfits. The original description reads something like "Big Jim leads a team of ex cons trying to right their wrongs". So the P.A.C.K was originally a "Dirty Dozen" concept.

I rember spying a PACK COMMANDER at the store and i wanted him in the worst way so i asked my mom and she just sighed and put it in the cart then i my dad saw it and was looking at it and it said he looks like my sisters KEN doll raided GI-JOES footlocker and he set it on a shelf and told me to get a GI-JOE instead so i never had a BIG JIM as a kid and it's a line i dout i'll ever start collecting
But to answer the question i'd have to say PACK COMMANDER as that was the one i wanted as a kid
Dr. Steel would be my very favorite followed closely by Zorak and Torpedo Fist. I do remember when I got Dr. Steel for Christmas, there was a production problem with his "steel" hand. It literally cracked off at the wrist without me doing anything to it. We had to go out the next day and get a replacement. Safe and sound in my collection to this day along with the others mentioned.
