Superhero Pogo Stick Question

I've been wanting a Superman pogo stick for years and finally got one in my price range (dirt cheap). It arrived today and the seller took it apart to fit it in the box. One of the halves of the plastic bust part at the top has foam tape all along where the two sides screw together. Is that how they're supposed to be, or is this something the owner might have added? I just don't like how that looks on it and wondered if it would look terrible to take off.
