Looks a lot like my vintage "Attacking Martian" electronic robot that I still have that I got for either Christmas or a birthday when I was a kid:
I found this guy in a dollar store about 3 years ago and gave him his own post. Supposedly there was also a Cyclops figure from the 'line' pictured in an issue of Toyfair, but I never saw the pic or the figure. But here are my crappy cellphone pics of him:

The Orange Red Skull in the full size lot is probably an original. Originals I've seen have open holes at the back of each footstand to attach to something(?). Some have holes drilled through the hands to allow accessories to be held. In the case of the Hulk, right through the palm. In the case of Thor, right through his hammer. In the case of Falcon, fists drilled out to stubby fingered open hands.
Here is some Header-Card art. Interesting note; some printing looks as if it was done on a copier from previous packaging. Header-Card peg holes are printed on rather than die-cut. This is why they are unpunched. On the Flintstones card, you can see where the plastic bubble was cut down to allow for scanning.

No artic (articulation) red Spiderman figure. 4 point artic Hulk. 2 point artic blue and red Spiderman. White and black motorcycle. Red and blue Spiderman 2 point shoulder artic on red and green motorcycle. Red Spiderman 4 point artic on red and yellow motorcycle.
PPC variations: (These are larger than the largest regular figs I've found.) Pink viking was Thor, pink caveman was Hulk (club broken off), yellow knight was Dr. Doom, 4 point artic Hulk on silver and green motorcycle, smaller no artic red Spiderman on red, blue and black motorcycle.
Green Hulk, red Spiderman, yellow Capt. America (possibly a set)
The smallest PPCs in my collection: green Human Torch, red Hulk, blue Spiderman, orange Falcon, red Thor, blue Capt. America.

Sometimes you'll see refrence to a MOTU RPG. It's a board game, although you can kind of see how it might have started (at an early stage) as an RPG. Kinda wish I knew more though.
