Western figure ID Help

I got this odd guy in a lot of stuff. He looks like a Marshal from the western days. Marked C.P.S. 1979 Hong Kong. Looks like he had a gun in a holder and when you pushed a button on his back he has a spring loaded quick draw action right arm.
