They are/were a couple of Golden Age villians. Both were members in good (bad?) standing with the Injustice Society of America.

Its an animated series/book . Sort of like ERB's Pellucidar ..if it was done as a comic book by Jack Kirby, and he hadnt read the book....hope that makes sense?
