Can't help with the cards at the moment, but the guy in your pic is a candy holder that came out some time back ('89, in time for the Batman movie, I think?). The clear part was filled with candy, and the pegs on his hands plugged into the peg holes on his feet, so you can stack a couple of these guys together for whatever reason."It's sad that governments are chiefed by the double tongues.
