POTA ACTION STALLION w Gen Urko INCLUDED? Do I have a

I'm a newbie and need some guidance from experts! I have a POTA ACTION STALLION box that states "GEN URKO included"? I have the box & horse.. but not GEN.URKO. All the other boxes I've seen say "ACTION FIGURE NOT INCLUDED". Did Mego actually produce this--or was this a production box w/ a typo that accidentally made it store shelves? I've never seen the URKO that is pictured on the box- wearing vinyl jacket & vinyl gloves.

Yes, it's a legit known, late-issue variant that was sold as a gift set.

A prototype Soldier Ape is pictured on the Action Stallion box. The General that comes with this set is standard issue.
