Action Jackson carded...fantasy piece or real?

Greetings! I swear I'm only on here posting a question like every five years or so. Anyway, I recently came across a picture of this item. Now, as far as I knew AJ figures only came boxed. So, is this just a fantasy piece or legit but extremely rare? My first instinct says fantasy, but then, well...if so, A: Why would they choose the fishing outfit of all things to make a fantasy piece out of and B: If it were a newly made item, would the bubble really be crushed ALREADY?
