I'm usually a whiz at cleaning and repairing Mego clothes, but I know of nothing that will clean a discolored Cheron suit. It's a chemical reaction with the body plastic, more than soiling or a stain.

Peroxide/oxyclean might lighten it, but that can affect the black portions of the suit, too and damage the belt.
WANTED: Dick Grayson SI trousers; gray AJ Mustang horse; vintage RC Batman (Bruce Wayne) head; minty Wolfman tights; mint Black Knight sword; minty Launcelot boots; Lion Rock (pale) Dracula & Mummy heads; Lion Rock Franky squared boots; Wayne Foundation blue furniture; Flash Gordon/Ming (10") unbroken holsters; CHiPs gloved arms; POTA T2 tan body; CTVT/vintage Friar Tuck robes, BBP TZ Burgess Meredith glasses.

maybe it would be best just to try clean the arm and leave the belt.

Soak it in a Warm Woolite bath... It can't and Won't hurt the colors or material.

+1 on the woolite...also you could try a pre-soak in OXYCLEAN,
( cereal bowl of warm water to one teaspoon of oxyclean) then a cold water rinse...
While soaking, use a soft bristle (kids) tooth brush to lightly scrub the dirty areas....
I've gotten out some tough dirt stains out of some recent buys lately that way...
