simple question, can Catwoman be found with straight arms?

No. Not authentically, at least. You might find a loose Catwoman head and costume on a Straight-Arms body, but it would be an after-market kitbash. Mego dropped Catwoman several years before they produced that body style, and Catwoman never enjoyed the strange re-appearance that Wonder Woman did.
