The only vintage Mego male to wear black tights is Wild Bill Hickock, as far as I know.

Is the elastic in good shape?

Sometimes, the elastic loses it's ability to stretch over time. I've gotten Dinah tights that have worn out elastic, and other pairs where they are practically mint.

Mego Will Scarlet wore light gray tights; Mego Wolfman wore dark gray tights. Mego Wild Bill Hickock work black tights.

CTVT has reproduced gray & black tights for these figures.

I've bought their gray tights; they lack stretchability, and are baggy as all heck due to a longer crotch than the original Mego tights.

The black tights that I bought for my girl figures are stretchy enough, but they still have that droopy crotch.

If you buy them, turn them inside out, and sew a new crotch line about 1/8" inside the old crotchline.

I'm talking about the line that goes from one ankle to the other, not from front to back.
