Peter Parker Secret Identity "choice"

I'm convinced that Peter Parker was originally not one of the characters chosen to be in the line-up. With the Shazam head and Billy Batson clothes, it just seems like it was Captain Marvel's secret identity they were making. But somebody must have realized that Marvel and Batson don't look the same. So they changed it to be Peter instead. That's my theory!

I think they just employing the trademark Mego cheapness. I don't see them not wanting to include PP as Spidey was one of their best sellers. Just my opinion.
