ID help needed please

Picked these up today at a toyfair but dont know who they are.
They are both Mego and are 8 inches tall. The one with the hat the head is in a fixed position. Any help appreciated

Bought these local today, I thought it may have been custom because the top of the body from the shoulders to the neck is slightly apart. Thanks for id on the Action Jackson figure. He as whitey/creamy boots are they the correct 1s? May put both of these on the trade for POTA items, also picked up a nude Starsky
