Belt question

This may have been asked before, but here goes: When the Fab Four were first introduced, why do you suppose that Aquaman and Superman didn't get the plastic belt treatment like the other two did?

my guess is that their belts were passive,
as opposed to B/R actually using their utility belts.

Certainly, Robin needed a real belt to close his tunic,
so maybe Batman got one to match.
