removing sticky from vintage mego Supes?

This old Superman has been restrung with a 30+ year old rubber band.
He's a little loosey goosey but he's hangin' in there.
Years ago I added some masking tape muscles. Now I've peeled it off and it's still sticky in spots.
    Any advice?
Should I leave it exposed to the air, or try some soap and water?
    Rubbing alcohol?
    Degreaser?
Spray it with some dull coat?

joy dish soap ... warm water and let the guy soak in it over night

then repete and use a fingernail scrub brush or old tooth brush etc. and scrub him while still under the soapy water bath

oh and it might not hurt to pop his head off so when you get to scrubbing you don't mess with the paint at all
