Take a pair of needlenose pliars and grab a loose razor blade. Heat the blade on a stove eye till it's hot, but not glowing. Place the razor between the split while pinching the boot. Remove the razor as soon as you see the sides melt and weld back together. Most razors seem to have a coating that turns black after heating. This will transfer onto your boot unless you clean it off first.
Keep in mind this requires a lot of skill. It's very easy to get the razor too hot and melt the boot too much. You only want to soften the seam enough to make a plastic weld. If you have junk boots to try this on first, I'd do that. Otherwise this could easily turn disasterous.
I use a similar method to the hot razor blade, but use an opened out paper clip or thin piece of wire. I heat it as above but only run it on the inside of the boot seam whilst holding it together. Run it along the seam fairly quickly in order not to melt to much plastic at once. Repeat until happy.
