The very first Wonder Woman

Regarding the early silk screen Wonder Woman that is shown in the museum gallery as part of the great mego find. I think it is referred too as a test run piece or early off the press version, but what I find interesting is the lack of definition in the stars on the shorts which makes me wonder about the prototype large star version with ss sleeves shown in the catalog?
Why didn't they just make that one first?
