I’d love to order one but what bothers/scares me is the words pre order. I’ve had GI Joes and TOPPS Megos on pre order for months with no word, other than someone on social media commenting on when they heard they’ll ship.

Depending on where you pre-order, you don’t have to pay upfront. With Topps you did, but Hasbro charges when they ship, as do e-tailers like Mego Museum sponsor Entertainment Earth. Unless you like to pay upfront, like some people understandably do.
