That looks like the painted Emce "Mirror, Mirror" Kirk head.

Speaking of Kirk, I happened upon an original Mego Kirk figure this past weekend at a flea market we stopped at on our drive home from Edmonton. He was under a glass case amidst a bunch of other old stuff, and when I asked the guy how much he wanted for him he suggested $10. I jumped at the offer and plan to clean the figure up (it's not to bad at all in this regard) and use him for another Kirk custom of some sort.
