A few notes about this:
Based on the illustration, we can clearly see that packaging depicted is the 5th Version DC 1st Issue card. (Technically, it's not a "Kresge" card, as that name suggests the Kresge-specific blister cards with pre-printed Kresge pricing and info.) Shown is the 5th Version of the 1st Issue (DC) card, which bears no reference to Kresge, and was sold through other retailers (as well as Kresge and Kmart, who simply stopped ordering in the large quantities requisite to owned-brand packaging).
We know this because of the characters depicted in the masthead. I can't discern from this photo whether the top right character is Tarzan or Green Arrow (which would suggest 5th and 6th Version cards, respectively) but we can confirm the variation by the text between Batman's legs; If it were the 6th Version card, there would be a "new" Mego logo (Mc) beneath the text.
So we can reasonably date this ad to Spring 1975. Perhaps a bit later, but probably before Summer 1976, when Mego issued the 6th Version card (with Green Arrow in the masthead).
I really love your recollection it was from "Roses department store" as I have long searched for the names of other retailers (beyond Kresge and Kmart) who offered these non-Kresge 1st Issue cards. Thank you for sharing this amazing, astounding bit of history. You made my day.
