Shipping question

I wanted to buy a single kubrick star wars fig from ebay buy it now price $2.50 shipping $22 usps shipping when i contacted seller asked for shipping check he came back said he could send it flat for $15.00, ok vetran sellers on ebay this fig is less than 2 inches box may weight very litte is this guy trying to make cash off shipping or is that normal ????????????????/
i just recived from a member here a bunch of stuff from usa aND IT COST$1.75

I've seen that before. I think they list it low to save on ebay listing fees and sale fees - both of which don't look at the shipping charge. Then the hit you with big shipping and make more for the item.

If it is coming from the US to Canada then that is about right. The cheapest we can ship internationally (and yes, that includes Canada) is around $14 for the flat rate Priority envelope, up to 4 pounds. If it was shipping within the states then yes, it would be too high.
