That's Darkon from the Super Joe line. GI Joe in space basically. That was his main villain.

Funny, but apparently "Darkon" has an heir.... The 1980s Joe line had a character called 'Darklon', and believe it or not, his skin is green as well....hmmmmmm....

Yes it is.
It's also been rumored (proven?) that the SuperJoe head is a shrunken Lone Ranger sculpt (and also used for other figures that escape my memory).
