Proximity is the key factor in the shipping price. Just for fun, I threw 10 Green Arrows in the cart and got a shipping price of $13.65

Doc Confirmed for me. You have to live in the US to use the checkout as it requires a US state be entered, but the Good Doc is fixing me up by way of a PayPal Invoice.

You don't HAVE to live in the U.S. but my shopping cart software insists on
a U.S state code - since everyone is an American right?

Enter any state and write your town and province in the CITY box - it's
just a text field.

I have been working on moving my website to a better shopping cart,
but between Mattel, the adoption, and the secret projects still not
announced, it looks like it will be a few months before I can move it.
