Mego Neptunian question?

Forgive me for asking, (as I am not a trek fan) but is the Neptunian a real Star Trek character, or was it only produced by mego as one of the aliens?

Is there a company that still hold rights to the character/figure design?

He was never on the series, just a colorful character added to the line. I imagine the trademarks held on the character have long since expired.

Even though they look nothing alike,the closest the Neptunian comes close to me are the ones from the animated series.

In the third or fourth movie there are some critters in the background that kind of look like the Neptunian. (I forget what they're called though....)

The head sculpt is very neat. I always imagine the folks at Mego being very excited when the prototype rolled out. Definitely not a recycled Lizard head for that Alien.
