I think he looks a bit like a young Robert Wagner, which is ironic, because Bob Kane always thought Robert Wagner would have made a great Bruce/Batman.
When I saw this thread I instantly thought Cary Grant. It's not much of a likeness, but it's has that feel. Given the way the legends are so close to old 50s hollywood movies that the Mego guys would have grown up on, Cary Grant, the icon of dashing suave style makes a lot of sense as an inspiration.

I always thought the Mego Captain Marvel looked like Cary Grant
I'm really not saying this to try and be funny, but when I was a kid I always thought he looked a little like Liberace or Tony Randall. Also a little like William Campbell, too. But definitely the Klingon himself is modeled after him.
