I've seen several hulks still on the card sell on EBAY with an arm or leg that has broke or fell off as Hulks known to do.What I don't get is they list it as mint in package.Its in the package still,I'll give them that,but its broke,thus far from mint,whats your take?

IMO, it's a mint packaged, broken figure.
Just like sometimes a figure itself is "Mint on Card" but the card has been kicked through a sewage treament plant. The figure itself still is mint technically.

I guess there's no easy way to classify a broken figure still on the card. But even if the figure hasn't been touched by human hands since it left the factory, it's still not quite right to call it mint if it has a busted knee pin. If I had to describe such a figure I guess I would go with MOC (broken leg) or something like that. At least you are describing the problem.Comment
