I pick card B, which is only slightly worse then card A and has a nicer figure inside and if you ever have to sell card B will be easier to sellComment

I didn't expect this to be so lopsided towards card B. One day I would choose card B, the next day choose card A.
I agree rare cards have a different set of rules.
How about this then:
You get super lucky and find a seller with two carded Green Arrows, both 1976 card, same price (not a bargain). You can only afford one.
Card 1: Sealed C7 card, figure mint with broken leg inside
Card 2: Opened C9 card, figure mint

On the Green Arrows in real life i'd pass on both since as a rule i don't collect MOC figures other then STAR TREK but to answer your question at the high price being asked i'd pick card A the unopened one mainly because i can't bring my self to pay an extra high price for an opened figure with an opened cardComment
