Doctor Who-The Shadow Proclimation

I have heard The Shadow Proclimation referred to several times in the new series. I was wondering if anyone thought it might be an in joke and referred to the S.H.A.D.O. organization from Gerry Anderson's U.F.O. ? Every time it is referred to the Earth is usually being invaded, ( Rose, Christmas Special #1, Partners in Crime). In the tv show U.F.O., S.H.A.D.O. did stand as the only entity to defend the Earth against invading aliens. It just seemed to fit as an in-joke to me.

You can't beat Lethbridge-Stewart though the women in SHADO did have cool tight uniforms and string tops on

I think the Shadow Proclimation was drawn up in secret as way to protect less technologically evolevd worlds from being invaded, and the Shadow bit comes from that aspect, boy did they blow it big time how many times have we been invaded (oops lost count)

I have heard that they (BBC) drew up the shadow proclimation as a document for the show to keep the continuity flowing, been bugging my friends to get me a copy of it but no luck as of yet

didn't the Doctor refer to it in the first slitheen episode too

It was referred to in Rose, Fear Her Partners in Crime and The Fires of Pompei as well as Torchwood and the new comic book adventures. Rose also tried to bluff the Sycorax in the Christmas Invasion by saying it. I think it's been mentioned in Torchwood also so it is definately a story arc device that's been going on for 4 years now...and WHERE have all the bees gone?
