          That's Cho Je, who first appears as an assistant to K'Anpo, a Tibetan Monk. As it turns out, K'Anpo is an old Time Lord teacher of the Doctor's, and when he regenerates, he becomes Cho Je, who is apparently something of a projection from the older incarnation (somewhat like the "Watcher" in "Logopolis," when 4 became 5). He seems to come to assist with this regeneration.

            Yeah it's an older timelord friend of the Doctor, who when he regenerates, he simply becomes his assistant!

            Say what you will about changes the new series made, the classic show made up a lot as it went along.

            PS noticed that Tom when he regenerates says "The Moment has been prepared for"

                  4 to 5 was the first regeneration I ever saw, and it always confused the heck out of me... so what is the explanation of "The Watcher"? The Doctor has never demonstrated this ability before or since has he?

                    I liken the Watcher as almost a War Doctor or Valeyard

                          Wasn't suggesting he would return. There is just a theory suggesting the Curator is the Watcher.

                            Maybe somehow if the "moment was prepared for" that will be the answer to more than thirteen regenerations? I was thinking of that every time they mentioned "the Moment" when I was watching the movie for the first time.
