Scare the neighbor's dog? Lots of folks in Japan are into strange, over the top fashion; so this kind of thing fits right in. Compared to some stuff, it's positively subdued. I think it's kinda disconcerting 'cos it's one and a half steps away from cyberwear as fashion.

Any of the urban legends that you have ever heard about Japan are completely true in the Akihabara district of Tokyo. Blade Runner and Comicon rolled into one. animated Cat ears would be a subtle fashion statement there.
