Well, if it were constructed to work independently on another planet, the probe was probably built & programmed to stay on its feet. Steve doesn't try this because he knows the probe can right itself?
I watched Death Probe for the first time in my life with sound (long story) recently with my son and honestly, I found it pretty effective in presenting a menace to Steve.

I'm not really a SMDM fan; but I always loved that thing! It's like a giant Dalek.
....and I'm not surprised Steve couldn't lift it: only his arms are bionic. He wouldn't be able to exert enough total force to lift anything heavier than a small car (maybe) without his back snapping or his arms coming off.

It's possible Steve can't lift it but a helicopter could carry it away. Steve needs leverage to overturn the probe. The probe has to be shielded against the harsh environment of Venus. It could be too heavy for even a Bionic Man to lift. A powerful helicopter can carry it up and off the ground as long as it can hook on to it.
His arm and legs are bionic but the rest of his body is muscle and bone. Really, there are things he's portrayed as doing on that show where his limbs should shear off or his body should snap in 1/2.
