Actually so long as they don't use the Tardis or "doctor" they are probably safe.
Because the recent doctors have worn "ready to wear" costumes as opposed to the JNT era ? mark ones it reduces the possible argument for copywright usage. and the likenesses are parodied enough so they don't have to have ok of the star either (think Spitting image puppets)
