Wow - cool find. I guess his head is suppose to be magnified under the helmet - but it's kind of wonky looking.

For some reason I really like the Buster Crabbe covers - this is one of my favorite comics I own. It's wonderfully goofy, and I have a soft spot for females in bubble helmets:
