Isn’t The Hobbit’s Bilbo supposed to be, and appear, significantly younger?
Bilbo's aging stopped once he started wearing the ring. If the "Lord of the Ring's" was 30- 40 or so years after "The Hobbit" (Only guessing because of Frodo's age). Bilbo was celebrating his 111th birthday.
LOTR was 60 years after the Hobbit. After Bilbo leaves on his 111th birthday, 17 years pass before Frodo sets out. Of course that span of years was pretty much ignored in the movies but Gandalf does mention to Frodo that Bilbo had the ring for 60 years, I believe when they are in Moria discussing Smeagol.

You're right. In the book, other Hobbits make comments about Bilbo not looking older at all. "Unchanged" as one Hobbit described him. So he would look virtually the same.
Sylvester McCoy looks like he'd fit the part well though. He's Hobbit-like enough.
