What constitutes a "companion" ?
Does the person have to ride with the Doctor in the TARDIS ?
If so, the Brig has -- on a very limited basis
Does how often matter ?
I personally consider the entire UNIT team the Doctor's "associates" including Liz.
Jo and Sarah were companions, imo

Lalla Ward. Romana. The Time Lady Companion!
Former wife of Tom Baker, currently married to Richard Dawkins.
Originally slated to appear in the Douglas Adams written Shada opposite Tom Baker.
She eventually performed it with Paul McGann's incarnation.

Romana does play as a companion to the 4th Doctor.
In Destiny of the Daleks LLala is (re)introduced as Romana II following a regeneration. She runs through a host of bodies and finally chooses this form along with the outfit mimicking the 4th Doctors coat, hat, and scarf.
But, are you indicating she also did voice over for the animated web series?
Shada was not completed with the 4th Doctor. Did they redo it with animation and reuse Llalas voice?

Man, there is a whole lot in the Whoniverse.
Before the current Doctor Who revival, they did the animated Shada for the BBC website with new audio recorded by Paul McGann and Lalla Ward.
They even included a little prelude that explained how this adventure was disrupted by a temporal paradox as seen in The 5 Doctors, and that McGann's Doctor has come to Gallifrey so that he, Romana and K-9 can fix what they were supposed to fix during the Tom Baker years.
It all fits so nicely into continuity (as far as I can tell). Not quite sure how Romana got from E-Space to becoming the President of Gallifrey, but in one of the recent Doctor Who Annuals I own, Russel Davies does say that she was the President of Gallifrey during the big Time War against the Daleks where the Time Lords were all wiped out.Comment
