What's the reader's digest version? I'm intrigued given the speculation in other threads based around what people extrapolated via their RPG's and stuff. I didn't realize they had offered up an "official" explanation!Comment

The episode was late in year 4, and revolved around the Klingons using the remains of Soongs augments to try and create their own augmented Klingon warriors. The experiment went horribly wrong, causing a disease to rage throughout the Empire. the symptoms of the disease somehow softened the cranial ridges till they became non-existant, and caused the growth of hair instead...basically making them look like TOS Klingons. If not for Dr. Phlox, the disease would have wiped out the Klingons....now it just makes them less bumpy!
