What about Victor Zasz? He is already in the Nolanverse due to his cameo in Begins and would be a good villian to showcase the Detective side of Batman.

Because Nolan would change all that and these movies are crime dramas....he would be a perfect foe for Batman because of the riddles he leaves for the Dark Knight to solve hello he is a crime detective.......you can also throw Cat woman in the mix....also he would wear a suit and the hat not that silliness that Carrey did......
I may get lamabasted by Nolan-ites for saying this...but a villain along the
lines of DIE HARD 3's Simon Gruber who totally manipulated the hero with
riddles while pulling heists seems right on target for a Nolan movie...and
even if you thought Simon Gruber wasn't dry enough for a Nolan flick---um-
--just use your imagination to stretch it a tad...as Gruber was much closer
to a Nolan character than Jim Carrey's Nygma was.
Please please PLEASE no Riddler! He's a two-bit hack with a dumb schtick. He steals diamonds, leaves clues, gets nabbed by Batman YA-AWN. How could he possibly be interesting after what we've seen in TDK? Maybe I have no imagination when it comes to this character, but he's a dull rip-off of the Joker IMO, and should be ignored. My apologies to Frank Gorshin, he was terrific on the old show.

Michael C. Hall could definitely spook me, if you've seen him on Dexter, you know what I mean. I think a well written Riddler (ie the Nolan Brothers) could definitely work. I wouldn't mind seeing a Riddler / Catwoman movie.
Frank Gorshin was the best Riddler, he saved the character from obscurity and pushed him up to Batman's A-list rogues. If Anthony Micheal Hall is right, he's playing the Riddler. Maybe his time as a Joker hostage pushes him over the edge?
