I too got caught in the clause. I think in '84 the age in NY was 18, but then changed to 21. I had friends who just missed out. It didn't matter too much though cause back then we all had fake id's. $20 in the city could buy you an id. We partied twice for turning legal: once for turning 18 and again at 21.
