Bruce would be in the clear because Jason ran away in search of his mother. If anyone asked he'd only have to say that the kid was unfortunately killed by the Joker. He was outta the country with his mother at the time, and she too got killed at the hands of the Joker. Since the Joker is already a homacidal maniac don't think they'd care too much about child endangerment. They would just look at it as two victims of poor circumstances considering they wouldn't know that Jason Todd was Robin.

Most every commentary I've read is that Robin was created to draw kids in to reading Batman. To give this dark, brooding, violent image a more kid-friendly approach. It seemed to work so well, that everybody had to have a kid sidekick. How effective as crimefighters are either The Crimson Avenger or The Sandman with a kid sidekick? It kinda makes sense with Captain America and Bucky. But The Human Torch and Toro? Here's a kid - ON FIRE! Or a kid with a YELLOW cape running around at night? Hu-bu-wha-? How come Namor, the Sub-Mariner never had a sidekick? He could've used one couldn't he?

To make it worse, why did they have to bring their super pets onto the scene?

When Bucky "died" during WWII, Steve Rogers was in the army and James Buchanan "Bucky" Barnes was the camp mascot. I don't think anyone besides FDR knew that Steve Rogers was Cap. Of course, since Bucky didn't even both to change his nickname when he was in super-hero gear I'm surprised no one figured it out.

Who cleans up after the super pets? Does that Super Cat have a litterbox at the Northpole that opens with a giant paw shaped key?

What?! No love for Ace the Bat-Hound, Krypto the Super-Dog, Streaky the Super-Cat, Comet the Super-Horse or Beepo the Super-Monkey? I love how Alex Ross snuck Supes' pets in the Kansas scenes in "Kingdom Come".
