Well, he has stated he wants to be in "the next SW movie" with every installment. He is persistent.
His relationship with the SW production team soured decades ago.
Partly because of his own big mouth and ego, and partly because of Lucas' ego, who couldn't care less who was in the suit.
I doubt they'll ever get him on board now, even with a new team making the movies..
