No tax on toys or did I just get lucky?

I collect Megabloks Call of Duty line. I do not care about the video games, but these lego type toys almost border on being miniature model kits rather than something lego-esque.
Today I went to Target to pick up the recent "Arctic Invasion" set. It was $39.99. I went to the register and the girl rang it up and said "39.99". I paid cash and was given a penny in change.

I kept my mouth shut but upon checking the receipt in the car it had "no sales tax". Is there a holiday sales tax break that I do not know about or a break if you are paying in cash, or did she seriously mess up?

Sales tax is what keeps our property taxes lower than yours.
