Girls dresses of the 1970's what in the world??

I was just watching Adam 12 episode L.E.M.R.A.S where they nab a would be child molester with a victim he abducted. She gets out of the car and the dress she wears hardly covers her bottom. Panties everywhere. And I remember many times on The Brady Bunch, Cindy would wear the same type of dress which hardly goes over the bottom. They are shorter than the then scandalous mini skirts.

If you look at the Lainie Mego ad, the little Chinese girl is wearing an incredibly short dress. Only difference is she's wearing tights, so her panties don't show.

Yes, I can see I believe that it's magic
If your mission is magic your love will shine true."

A little bit before my school years. But, yeah, that's my understanding. You are kinda supposed to wear tights with those.
You are a bold and courageous person, afraid of nothing. High on a hill top near your home, there stands a dilapidated old mansion. Some say the place is haunted, but you don't believe in such myths. One dark and stormy night, a light appears in the topmost window in the tower of the old house. You decide to investigate... and you never return...

Oh yes, the early 70's were like a hangover from the 60's mini.
I just had a slide show with my parents, and yup, as a wee girl the dresses were surprisingly short for my sister and I. And oop, I saw my underpants!
I don't know what the later 70's fashions were like, as my family got a bad case of the poors, and my mom & grandma handmade dresses for my sis and I, which were all appropriately knee length.
I have no regrets, as I'm sure the store never carried my awesome checkered Snoopy dress! That was made for meeeeeeee.
            I gots Toyyyyzzzzz
