If they would have put Penny Lane and Strawberry Fields on Pepper it would have been a different story
John said Sgt Pepper was a normal Beatle's album, except Paul dressed it up and they went with it. I'm in the same boat as you Mike, even George Martin said he made the worse mistake ever, releasing those two songs ahead and NOT putting them on the album.

I made my own version, dropping Harrison's horrible Within You Without You and adding Penny Lave and Strawberry Field. Makes for a hella better album......

I think these two respectable Beatles historians have consciously or subconsciously helped to form the common consensus of many a Beatles fan... especially since the communication explosion of the Internet. I tend to veer away from people like Lennon and Martin who were so close to the situation (commenting on their own bread and butter/livelihoods), that I think it altered their judgment when making such statements.
"No. No no no no no no. You done got me talkin' politics. I didn't wanna'. Like I said y'all, I'm just happy to be alive. I think I'll scoot over here right by this winda', let this beautiful carriage rock me to sleep, and dream about how lucky I am." - Chris Mannix

Within You Without You is a good choice to drop, also She's Leaving Home - which drags to tedium

Why? They were there first hand, John said things over and over in numerous interviews over the years. He was there, with the other three dealing with people arse kissing them just to get the benefits that comes from knowing them. I'm amazed that they got better during that madness.....but it did lead to them breaking up. I think Martin is reflecting on what happened during those days......as anyone who is older and has a better understanding of what they went through....Martin was the fifth Beatle, I can't question him he was there....
