1979. Two specials "Legends of the Super Heroes: The Challenge" and ":The Roast. " According to a recent article in Backissue magazine, the Roast was actually shot first, but aired second. They are really super-campy and cheesy. And unlike the 60s Batman show at it's best, aren't very clever. They do have Adam West, Burt Ward and Frank Gorshin back as their 60s characters though. And Howard Morris (Ernest T. Bass of Andy Griffith fame) is Dr. Sivana, amongst other casting.
For some reason, West didn't tie his cape over his cowl like on the 60s series. Drives me nuts.
I thought I dreamed this show for years until Comic Scene magazine ran a cast photo in the late 80s. Got a DVD of it from our own Joe D and my son loved the Challenge, but even he thought the Roast was pretty bad.
I've always found the characters chosen a little fascinating for the time period...granted some were lifted right from Hanna-Barbera's "Challenge of the Super-Friends" cartoon (H-B also produced these live specials). But I find the additions of Black Canary and The Huntress (of Earth-2!) interesting choices (perhaps to round out the female side a little, since they couldn't use Wonder Woman, whose rights were tied up elsewhere?). And Mordru on the villains side just baffles me. Mordru is an enemy of the Legion of Super-Heroes (in the 30th Century no less) and had no ties then to the Justice League (the obvious inspiration for the heroes picked).

Not only that. The painted eyebrows are different and the fabric under his chin looks different as well. By this time his original cown must've already been deteriorated, so they quickly had to make a new one. In case you're wondering what I'm talking about, this is what his original costume looks like now. It's been like that for many years now

You pretty much answered your own question with the female heros IMO.
I'd guess they used Mordru because the LOS were popular-- and heck-
-Mordru was a good character for a team leader, I guess. He was a magician
after all----good for stage FX? (right there a good reason Captain Cold got
dumped for Weather Wizard)
In the end, thats how these things usually worked. Choose characters
first...ask questions later.
