Wow.. I got nothing there. My guess would be a bootleg mold re-use from some other line, but I'll be standing by to see if there's an answer to this one.

I think that's actually Captain America's headsculpt.

Didn't Gulliver "continue" the Secret Wars line with their own made-up non-Marvel characters? Maybe this is one of them?
