Looking for a title of a movie

I remember this movie from when I was a kid I think it was a disney live action one from the late seventies or early eighties it involed an american agent that came to london to visit his friend I think and he gets caught up in some sort of caper and has to foil the villians to save him and his friend. any help in the title would be greatly appreciated
