Depends on how you define best....personal preference, objective measures such as record sales, awards, etc.
I personally like H&O if I look over their entire library compared to S&G but my favorite song of the two goes to S&G. I might be wrong but I think H&O are commercially more successful in terms of more songs on Billboard charts, record sales, etc. Part of that might be due to different eras plus S&G's on and off relationship.
Like others have said it seems like an apples to oranges comparison.
